Misa by Masaru Kitao
Masaru Kitao has definitely been around the animation industry block. He has been involved in animation all the way from the early 90s (A-Girl), all the way to present day touching classics such as Pom Poko, Princess Mononoke, and Akira. He was also of course the character designer for Death Note which is where this character (Misa) comes from, but you didn't really need me to tell you that.
